Conflict in the 21st century has evolved into the digital realm, and it often combines elements of war, crime, and protest. Cyber terrorism is a form of warfare that encompasses everything from vandalizing government websites, the organized dissemination of extremist propaganda, to the digital sabotage of critical infrastructure. Cyber terrorism poses a sophisticated threat beyond any conventional definition of violence. In the past, cyber security and defence literature has approached cyber terrorism as a strategic, technical, or military issue, best tackled through those lenses. Most often, such approaches omit the embedded sociocultural intricacies. This article advocates for a shift in paradigm: cyberterrorism should not be approached as a disruption of infrastructure but rather a symbolic act within an expansive culture and ideology. Viewed through an anthropological lens, cyberterrorism acts as ritualistic and symbolic behaviour full of intention targeting specific audiences. Cyberterrorists transcend the notions of mere coders or insurgents; they are also storytellers, mythmakers, and performers. These individuals portray identity, power, and imagined communities while often crossing predefined borders through the symbolism of the digital world.

In addition, this article examines that the reaction towards cyberterrorism at the level of states, society, and global institutions is equally influenced by culture, media, and symbols. An anthropological perspective considers not only the perpetrators but also the victims to be far more sophisticated, while shedding light on the context which affects ethnic violence and its violence being inflicted. It does so while laying the framework towards the examination of the role of digital code as a medium of culture and technology consideration.

Culture as Code: An Anthropological Approach

Through providing an anthropological approach towards cyberterrorism, it invites a study of its cultural components in relation to the World Wide Web and the technology infrastructure that comes with it. Such landscapes evokes anthropologist James C. Scott's notion of infrapolitics. While resistance from marginalized groups may be silent and covert, they subvert authority. Many acts of cyber defiance seem trivial such as minor defacements or trolling, yet operate as layers of defiance that form a broader culture of digital dissent. In brief, cyberterrorism is believed that it is more than just an technical or military danger. It poses threats as a cultural symbol. Cyberterrorism moves within the realm of meanings. Hackers, extremists, and state franchise actors execute performative ideologies in the form of code, digital rituals, and semiotic warfare. Geertz's symbolic systems of people observing people, as well as Foucault's power dynamics, view cyberterrorism as an intersection of technology, ideology, and identity.
